Senate Bills
SB 1212Provides funding (when appropriated) to the Oklahoma Wind Power Initiative (OWPI) to further investigate and promote wind energy resources in the state. The bill also establishes the Oklahoma Wind Power Assessment Committee, whose duties will be to make recommendations to the legislature regarding wind energy.
 
SB 1219A public utility, subject to general supervision by the Corporation Commission, shall be allowed to include in its rate base fifty percent (50%) of the annual cost of electric power which it purchases from wind power facilities with a capacity of three hundred kilowatts (300 kW) or greater. The Corporation Commission shall consider such cost in the public utility’s next rate regulation hearing.
 
SB 1481For tax years beginning on or after January 1, 2003, there shall be allowed a credit against the tax imposed by Section 2355 of this title to a taxpayer for the taxpayer’s production and sale of electricity generated by zero-emission facilities located in this state. For tax years beginning on or after January 1, 2003, and ending on or before December 31, 2005, there shall be allowed a credit against the tax imposed by Section 2355 of this title to Oklahoma manufacturers of advanced small wind turbines.
 
 
Senate Joint Resolutions
SJR 41The state will encourage state and federal agencies as well as municipal governments to purchase Oklahoma green power (renewable energy credits) in order to further promote renewable energy usage.
 
 
House Joint Resolutions
HJR 2437The Legislature and Governor adopt the following goals: 1) establish Oklahoma as a premier energy information and expertise center and 2) enhance and expand opportunities for growth of the energy industries and infrastructure throughout the state. To assist in these goals, the state will create the Oklahoma Energy Program, whose mission is to package and market Oklahoma’s extensive energy knowledge to the world. Additionally, the Oklahoma Renewable Energy Development Program will be established for the utilization of research funding to accelerate the development of renewable energy resources.
