2005 Montana Legislation

Senate Bills
SB 50Extends the state's alternative energy revolving loan program to local government, universities and nonprofits, increases the loan ceiling to $40,000, and extends the repayment term to 10 years.
 
SB 83Extends the state's renewable resource grants and loans program to include alternative renewable energy projects.
 
SB 115Lowers the property tax rate to 1.5% of assessed valuation for commercial wind farms while adding a local impact fee on construction costs for three years.
 
SB 415The "Montana Renewable Power Production & Rural Economic Development Act" requires regulated utilities and competitive electricity suppliers to procure eligible renewables for 5% of retail sales by 2008, 10% by 2010 and 15% by 2015. Cooperative utilities would be exempt.
 
SB 514Lowers taxable value to 3% of assessed valuation for all renewable generation facilities for property tax purposes. Bill institutes a local impact fee, based on construction costs, for three years after start of construction.
 
 
House Bills
HB 136Defines a "cost-effective renewable resource project" for the purposed of the Universal System Benefits Program.
 
 
Senate Joint Resolutions
SJ 17Encourages renewable energy development through immediate expansion and extension of the federal Renewable Energy Production Incentive and Production Tax Credit, and authorization of tradable tax credits.
