| SB 04-168 | – | The state is to encourage local ownership of renewable energy generation facilities to improve the financial stability of rural communities. Renewable energy cooperatives may generate, transmit and sell electricity from renewable technologies and resources at wholesale prices. The State of Colorado may issue revenue bonds to construct renewable energy generation facilities and electric transmission lines.

| Senate Concurrent Resolutions |
| SCR 04-015 | – | Colorado public utilities will create a renewable energy standard which will include a system of tradable renewable energy credits to be used to comply within the standard. Providers of retail electric service with 6,000 customers or more will utilize five percent of renewable energy fuels by 2010 and ten percent by 2015, based on each providers total electrical output.

| House Bills |
| HB 04-1273 | – | An electric resource standard for renewable energy will be established through the public utilities commission (PUC). The PUC will require electric service providers to obtain a portion of their electricity from renewable sources. Additionally, the PUC will be required to have 500 MW of nameplate renewable energy generation in the state by December 31, 2006. The required amount of in-state generation will increase over time as follows: 900 MW by December 31, 2010 and 1,800 MW by December 31, 2020.
