A Watershed Management Plan for the Pembina River Basin Advisory Board

Bisected by the U.S.-Canadian border, the nearly 4000-mi2 Pembina River Basin (PRB) falls under the jurisdiction of two federal governments, a Canadian province, a U.S. state, ten Canadian rural municipalities, and four North Dakota counties. Nearly seven years ago, the Pembina River Basin Advisory Board (PRBAB) was established to facilitate and pursue the resolution of interjurisdictional water-related issues and to develop and implement a comprehensive water management plan for the PRB. As first steps toward the development of this plan, the PRBAB designed and implemented a Watershed Restoration Action Strategy (WRAS) under North Dakota Department of Health (NDDH) guidelines and compiled a management plan framework document, both with the assistance of the Energy & Environmental Research Center's (EERC's) RRWMC. Currently, the EERC is assisting the PRBAB in the final stages of the development of the watershed management plan which builds on the information acquired during the implementation of the WRAS. The final plan, scheduled for completion at the end of the year, will address water quality issues ranging from urban storm water management to agricultural runoff management and quantity issues ranging from flood to drought. Currently, Manitoba is attempting to pass a Water Protection Act, which may require management plans for all watersheds within the next 10-15 years. Having a developed plan in place at the time of enforcement would assist the Canadian portion of the PRB watershed with any compliance requirements. The Pembina Watershed Management Plan is currently being assembled for completion by the end of this year.
