Deteriorated asphalt pavements can be effectively and economically upgraded with a recycling process using self-cementing fly ash as a cementing agent. Fly ash is used as the cementing agent with the pulverized bituminous pavement as an aggregate, creating a stabilized base ready for the new wearing surface. The process, intended for existing pavements having chip-seal surfacing with a granular base, can be completed in a relatively short period of time, limiting traffic disruption. Fly ash recycled sections have been found to have structural capacities considerably greater than crushed stone bases, with more than double the structural capacity of the untreated soils.
